A Pilot has to keep many thing in his mind as he make an Instrument approach. An IFR approach is normally flown at an ISA of 1.3xVso, which is close to Va you might notice, you cross the OM at or just above the MCA, that will line you up with the GS, normally this will give you a 200fps descent, you fly the ILS till you see the RAIL, or DH which ever comes first, DH is listed in MSL but it is important to remember that it is really only 200 feet AGL, if you do not see the RAIL you need to apply power accelerate to Vx, climb to the MEA, turn back to the VORTAC or Initial Approach fix descend to MDA and hope for a routing that gives you a NOPT back to the LOC to shoot a second approach.
AGL means above ground level.
DH means decision height.

MEA means minimum en route IFR altitude.
MSL means mean sea level.
NOPT means no procedure turn required.
OM means ILS outer marker.
RAIL means runway alignment indicator light system.
TACAN means ultra-high frequency tactical air navigational aid.
VA means design maneuvering speed.
VS0 means the stalling speed or the minimum steady flight speed in the landing configuration.
VX means speed for best angle of climb.
VOR means very high frequency omnirange station.
VORTAC means collocated VOR and TACAN
