airspeed indicator

Anybody know what the little knob and movable arc on the top part of the airspeed indicator are for? I guessed that it's for true airspeed, but I didn't know for sure.  If it is for TAS, then how do you set it? I think I get that the bottom numbers are for the true airspeed, but I can't make heads or tails out of the top part. ???

Align the Outside Air Temperature with the pressure  altitude  by moving the arc, then read your TAS on the outer scale (where the AS  needle is pointing) |:)\

OK, and pressure altitude is alt. reading at 29.92, right? And the numbers for pressure altitude are read in thousands of feet?

Yes, pressure altitude is readiny at 29.92, and the rest sounds about right...
