METAR question

So, Minneapolis/ St. Paul International airport has probably been closed all day with a blizzard, I know we were already canceling flights at 5am when I showed up to the airport in PIT to start my day with a leg to JFK.    Here is the current metar (mid post edit, a new one came out that I captured, might have been spicis between, newer is the second one):

My question is... does anyone know what SNINCR means?    I think the full text is probably SNINCR 1/16     


Here's the TAF to go along with it... doesn't even look like there's a chance of the airport being able to open again until 00000Z on 12/12 (about 2 hours from now or 7pm EST).  They'll need to actually get runways and taxiways cleared so it could easily be tomorrow or later before they are running again

SNINCR is "snow increasing rapidly"

and I believe the "1/16" have something to do with inches on the ground or by how much it's increasing.....
