This game reminds me of a good CL-415 water bomber one: http://www.dailyhaha.com/_flash/waterbomber.htm

French but you should figure it out. Arrows (up, down, speed up or down). Speed in blue section for water pickup. Drop water over fire with space bar. Lower and slower is more efficient but watch for stall speed (red section of ASI). Easy on the controls.
