I get it! He's dressed up as an FAA inspector!
Reminds me of a sound file my high school buddy had way back in the FlightSim 5.0 days. You could put this sound file in lieu of the crash noise. It still played the same sound, but afterward, a cheery voice came on saying, "Hi! I'm from the FAA, and I'm here to help you!"
If Chuck ever deserved the title Julio gave him, it is now, especially.

Oh man that's just cruel. I wonder if Chuck ever remembers any dates, except the one where he gets paid.
It does remind me of a section of jokes from a show with Rod Machado where he says he normally never makes scary jokes with passengers, although he would make an exception if he was flying with prisoners and then he proceeded with some really wicked examples :D
