What's this? "TSA Issues GA Security NPRM"

So no-one knows what exactly this means? They listed General Aviation and smaller planes so does this mean even private pilots in Cessna 150s need to screen their friends or such?
The link for the proposal is 404 on my computer at least so I can't try to dechipher it myself.

Frank, this NPRM that has been published by TSA currently is only applicable to operators of aircraft greater than 12,500 pounds Gross Weight.  It should not affect the bulk of General Aviation pilots but it IS burdensome and there is a great concern that there will be a trickle down effect in the United States.

TSA has a broad mandate to secure the US against terror attacks and they often utilize it with little regard to a cost/benefit analysis.  After all, they are bureaucrats that do not need to concern themselves with how much their edicts cost.  This NPRM might force many operators to conclude that a corporate flight department has become too costly and the paperwork hassle too much to justify the effort to keep a larger airplane in their stable.

Sounds like a bummer, I wonder if there at all would be any real improvement in safety from this.
